The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

Position Overview:
PROGRAM DESCRIPTION
The Research Subcontracts Group provides acquisition support to the National Cancer Institute's (NCI), Frederick National Laboratory for Cancer Research (FNLCR) as well as operations and specific subcontracting support for the NCI-Bethesda, National Institute of Allergy and Infection Diseases (NIAID) and other related Government initiatives. Specifically, providing pre/post award acquisition and administration for highly complex research programs, scientific services, field trials, and related projects at FNLCR through execution of agreements with third parties, often commercial companies and non-profit research institutions or universities.
KEY ROLES/RESPONSIBILITIES
The Subcontracts Manager will lead a team of subcontracts administrators. The selected candidate will oversee and manage overall subcontract assigned acquisitions in accordance with subcontract requirements, company policies and procedures, and applicable laws and acquisition regulations. The desired candidate for this position will be a motivated leader and self-starter who can work independently and lead a team in a dynamic environment.
The Subcontract Manager is responsible for managing a staff, conducting performance reviews, establishing development actions, working activities that span the entire acquisition cycle, including but not limited to:

The selected candidate will oversee and manage overall subcontract assigned acquisitions in accordance with subcontract requirements, company policies and procedures, and applicable laws and acquisition regulations. The desired candidate for this position will be a motivated leader and self-starter who can work independently and lead a team in a dynamic environment.
The Subcontract Manager is responsible for managing a staff, conducting performance reviews, establishing development actions, working activities that span the entire acquisition cycle, including but not limited to:
- Directs the preparation, negotiation, execution, and management of subcontracts, including licensing agreements and all other third-party transactions
- Reviews and approves all contractual documents within established signature authority adhering to company policy
- Advises management of contractual rights, acquisition risks, obligations and provides interpretation of terms and conditions.
- Acts as primary interface between subcontractor and the program being supported for all subcontracts related issues
- Regularly interacts with program management, contracts, project controls, finance and with customers as required
- Works with team members to resolve issues/provide guidance on tasks described above
- Selects, develops, and evaluates personnel to ensure the efficient operation of the function
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Possession of Bachelor's degree in Business Administration or related field from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
- In addition to the education requirement, a minimum of four (4) years of progressively responsible experience, including two (2) years of experience in a leadership/manager capacity
- Demonstrated experience in subcontract management of all types of fixed price and cost reimbursement contracts, including IDIQ/task orders
- Knowledge of the FAR and other government regulations, policies and procedures and ability to use in completion of responsibilities
- Ability to independently prioritize and complete multiple tasks/projects on time
- Strong verbal and written communication skills and negotiation skills
- Strong attention to detail and problem-solving skills, time management skills and the ability to prioritize work
- Proficiency in Microsoft Office Suite (Word, Excel, etc.)
- Ability to obtain and maintain a security clearance
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration:
- Knowledge of and ability to use an ERP Accounting system
- Knowledge of and ability to use SharePoint
- CFCM, PMP or other relevant professional certification(s)
