The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION

The Biopharmaceutical Development Program (BDP) of Leidos Biomedical Research, Inc. supports the Frederick National Laboratory for Cancer Research (FNLCR) and other government agencies through the development of novel agents for first-in-man clinical studies.

KEY ROLES/RESPONSIBILITIES

Supports a number of Severable and Non-Severable Projects funded by various branches of NIH, via meetings, generates schedules/agenda/reports
Works with Project Scientists and BDP personnel to maintain schedules at both the detailed and integrated levels. Assists with the monitoring of schedule and cost performance against project baselines. Able to analyze quantitative project control data and make recommendations to management personnel.

Provides information to customers on status of expenses against budget. Manages staff that prepares written and verbal reports concerning project cost and schedule variances as well as administrative and secretarial-level personnel. Serves as direct Program liaison with other financial Managers and LBR financial analysts and directors. Responsible for ensuring Program compliance with all policies and procedures related to accounting, contract management, space, facilities, and fiscal planning. Communicate effectively with Senior level Managers within each Directorate as well as Senior level government officials; compose business documents; ensure smooth operations of the Program; render decisions and policy interpretations on behalf of the Director; coordinate and administer budgetary and procurement concerns of the Directorate.

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of an (CHEA) bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation. (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency.
  • With a minimum experience of two to five (2-5) years.
  • Ability to obtain and maintain a security clearance.
  • Project Management experience via MS Project is helpful.

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:
  • Experience with managing complex technical programs.
  • Previous relevant experience is highly desirable.
