The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. PROGRAM DESCRIPTION

The Contracts and Acquisitions (C&A) directorate provides all contract management, export control, purchasing, subcontracting, receiving, warehousing, distribution, and transportation services in support of the Frederick National Laboratory for Cancer Research (FNLCR) operations including NCI-Bethesda, National Institute of Allergy, and Infectious Diseases (NIAID) and other institutes.

KEY ROLES/RESPONSIBILITIES

Provide Purchase Requisition (PR) support to facility users and Acquisition staff. Tasks include but are not limited to importing approved Purchase Requisitions (PR) into Acquisitions internal workflow ensuring accurate General Ledger account and Project ID are used and rejecting PRs for correction. Expediting past due orders, new vendor set-up requests, and Contract Officer Authorization letters/ notifications as required. Provides training to staff using the Leidos Biomedical ERP Systems. This position reports to the Acquisition Business Operations Manager.
  • Exporting Purchase Requisitions from Costpoint and importing them into Purchasing OnBase workflow
  • Reviewing Purchase Requisitions for accuracy
  • Rejecting/Closing Purchase Requisitions when required
  • Liaison for Accounting and Acquisition staff for new vendor set-up
  • Expediting past due orders
  • Submitting COA Letters and notifications in FCAS (Government System)
  • Provide training on Purchase Requisitions to facility users
  • Generating Purchase Order numbers for Purchasing buying staff
  • Generating monthly Blanket Purchase Agreement communication to the facility
  • Responsible for maintaining training materials and documentation
  • Assists in Policy and Procedural tracking through updates of assigned programs
  • Assists Acquisition Business Operations Analyst IV and Manager with varying tasks within the directorate and works as Liaison with other directorates
  • Developing innovative solutions for operational and strategic change
  • Performs other related duties as assigned

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of a bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) in a related field (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency
  • A minimum of two (2) years related experience
  • Ability to independently prioritize and complete multiple tasks/projects on time
  • Proficiency in Microsoft Office Suite, Microsoft Word, Excel, PowerPoint and data analysis techniques
  • Demonstrated ability to work as a strong contributor in a team environment and able to interact with all levels of management and staff
  • Comfortable with leading meetings and designing presentations in PowerPoint
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:
  • Experience working with Costpoint, Cognos, SharePoint, and Hyland OnBase
  • Experience working in a government contracting environment
