The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION
The LBR Business Services Directorate (BSD) provides management for operational activities in procurement, logistical, administrative, program and subcontract management support across the Federally Funded Research & Development Center (FFRDC) task order contract and the NCI-Frederick to include NIH Agencies. These responsibilities require direct interaction with the various government and contractor staff. The BSD Director's Office has oversight for financial, human resources, assigned task orders, subcontracts and operational activities related to the support provided by BSD across the task orders. Cross functional support is needed to provide assistance in the development of directorate and project goals, budgets, reports, operational and logistical matters.

KEY ROLES/RESPONSIBILITIES
- Assist in budget planning and forecasting to include facilitation of Estimate at Completions throughout the course of a task order year
- Assist with project ID closeout to include all financial, logistical and administrative requirements
- Assist in the preparation of program reports, not limited to monthly, quarterly reports, semi-annual and annual reports
- Interface with individuals, both government and Leidos Biomed, both scientific and administrative, at varying levels of leadership to coordinate logistical support for projects/departments/programs
- Work as part of a team to assist in the management and fiscal oversight of research subcontracts as necessary, to include life cycle subcontract reporting and oversight
- Prepare technical responses and pricing files related to Yellow Tasks and/or change management issues
- BSD metrics development and tracking for efficiency and effectiveness
- Development of reporting tools in a dashboard format
- Analyze financial information and extrapolate for communication and action
- Program level financial modeling for leadership decision making
- Process and procedure development for implementation as needed for an effective working environment
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Bachelors degree from an accredited college and university according to the Council for Higher Education Accreditation (CHEA) or four (4) years of relevant experience in lieu of a degree. Foreign degrees must be evaluated for US equivalency
- In addition to the education requirement, a minimum of four (4) years of related experience and minimum of two (2) years in a management role is required
- Proficient in writing and editing, use of proper English/grammar/spelling/punctuation
- Proficient in MS Word, Excel, and PowerPoint
- In addition to a commitment to effective and efficient operations, the position requires leadership skills, strong organizational skills and planning proficiency
- Ability to work in a fast-paced, multi-priority setting to achieve required goals and milestones
- Ability to obtain and maintain a security clearance
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration:
- Previous knowledge and experience in the use of IBM Cognos, to include FocusPoint, Corcentric, Deltek CostPoint
- Previous knowledge and experience working in an FFRDC environment with a large and diverse customer base
