The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION

The Environment, Health and Safety Directorate is responsible for environmental protection, occupational safety and health, protective services, and emergency preparedness programs at the National Cancer Institute at Frederick.

KEY ROLES/RESPONSIBILITIES
  • Oversees operations with multiple functions in a division or business unit.
  • Directs the organization to ensure the attainment of financial and operational goals within the division/business unit in support of the company's overall financial and strategic objectives.
  • Establishes budgets, short- and long-range objectives and criteria for monitoring progress and measuring success.
  • Provides input into the budgeting process and may be a sub departmental budget holder.
  • Administers the organization's policies through subordinate managers and directs and coordinates activities of more than one department, such as engineering, operations, information technology, accounting and finance.
  • Selects, develops, and evaluates personnel to ensure the efficient operation of the division/business unit.
  • Second level of managerial role responsible for leading a team of supervisors, managers, and experienced professional roles across multiple related areas.
  • Accountability for the short- to medium-term performance and results of multiple related units.
  • Controls resources and policy formation in area of responsibility.
  • Develops departmental plans, including business, production and/or organizational priorities.
  • Implementation of solutions often requires a longer-term view, conceptual thinking, and take into consideration multiple perspectives and future implications.
  • Impact is generally limited to the achievement of medium- term goals; may be required to translate strategic plans into operational plans and guide their execution.

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of a Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA).
  • Foreign degrees must be evaluated for U.S. equivalency.
  • Minimum of six (6) years related experience and four (4) years in a management role.
  • Experience mentoring and developing staff at all levels to ensure efficiency with operations.
  • Strong experience with administrative processes.
  • Experience establishing and managing budgets.
  • Ability to make significant impact on the team through discipline and performance.
  • Ability to make decisions that are guided by resource availability and functional objectives.
  • Ability to advise others on complex matters where audience perspectives will be divergent and adaption of style and the a bility to be persuasive when delivering messages.
  • Ability to objectively review and provide guidance in complex and uncommon work problems.
  • Experience with general office systems and tools including proficiency with Microsoft Office.
  • Ability to obtain and maintain a security clearance.
