The Enterprise Systems group (BES) oversees the strategic vision and implementation plan for IT systems and solutions for the enterprise at Leidos Biomedical Research, the operational information and data systems support to Frederick National Laboratory for Cancer Research.

KEY ROLES/RESPONSIBILITIES
The candidate will work with business and technical process owners to implement desired solutions, integrations, and supporting documentation. In this role, you will:
- Create applications, tools, or other objects to support business processes, migration, integration, and validation rules using SQL, Java, .NET or other advanced development tools or low code products (Microsoft Power Apps, Power Automate, Power BI).
- Lead efforts to migrate or rewrite legacy applications to a native cloud platform such as AWS or Azure.
Supports and maintains the ERP platform and all related and integrated applications.
- Develops information systems/applications by designing, developing, and installing software solutions.
- Determines operational feasibility by evaluating analysis, problem definition, requirements, solution development, and proposed solutions.
- Provide subject matter expertise and application administration for enterprise software applications - COTS or custom, SaaS or on prem.
- Develops software solutions by studying information needs, conferring with users, and studying systems flow, data usage, and work processes.
- Follows the software development lifecycle.
- Documents and demonstrates solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments and clear code.
- Prepares and installs solutions by determining and designing system specifications, standards, and programming.
- Improves operations by conducting systems analysis and recommending changes in policies and procedures.
- Obtains and licenses software by obtaining required information from vendors, recommending purchases, and evaluating and approving products.
- Protects operations by keeping information confidential.
- Provides information by collecting, analyzing, and triaging development and service issues.
- Accomplishes engineering and organization mission by completing related results as needed.
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) Computer Science or Accounting/Finance or five (5) years relevant experience in lieu of degree.
- Foreign degrees must be evaluated for U.S. equivalency.
- In addition to the education requirement, a minimum of two (2) years of progressively responsible experience.
- Experience with database platforms (Oracle, SQL Server, MariaDB).
- Experience with Web Services technologies - REST, JSON, authentication.
- Experience with ERP platforms for finance, HR, purchasing, and other functional areas to include Deltek Costpoint, IBM Cognos, Maximo, or similar.
- Experience with Cloud development.
- Experience with Microsoft Power platform development.
- Ability to work in a matrix team structure and collaborate and share knowledge, mentor junior developers.
- Ability to obtain and maintain a security clearance.
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration:
- Three (3) years of hands-on experience with Deltek products specifically around Data Management, Integrations, and Custom Application Development.
- Design and develop Custom Costpoint Extensions.
- Experience integrating Hyland OnBase, Maximo, Costpoint business solutions.
- Strong technical aptitude and problem-solving skill.
- Experience/exposure to security frameworks such as NIST or CMMI in a government environment.
