The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION

The C&A Purchasing Department is responsible for the following activities in support of the Frederick National Laboratory: Acquisition of commercial goods and services, equipment maintenance and repair, and training for program areas in the use of ERP systems.

KEY ROLES/RESPONSIBILITIES
  • Responsible for procuring and contracting for a wide variety of commercial commodities
    and services of moderate dollar value, risk and complexity
  • Provide a full range of procurement duties ranging from acquisition planning to competitive awards including, researching and preparing documentation for the purpose of facilitating competition, analyzing bids for specification compliance, price, delivery commitments and past performance
  • Ensure compliance standards are followed for file preparation, maintenance and full documentation requirements
  • Focus of this position will be procurement and award of commercial goods and services including laboratory supplies, biologicals, chemicals, IT software/hardware and commercial services

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of a Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA). (Additional qualifying experience may be substituted for the required education)
  • Foreign degrees must be evaluated for U.S. equivalency
  • Procurement buying experience
  • Experience processing and completing moderately complex purchase orders ranging from reviewing the purchase request or statement of work to managing the executed unilateral agreements
  • Experience with Microsoft Office Suite
  • Knowledge of procurement processes
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:
  • Experience with or in support of a government contracting office
  • Experience with Deltek Costpoint system
