The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. PROGRAM DESCRIPTION
The Frederick National Laboratory is dedicated to improving human health through the discovery and innovation in the biomedical sciences, focusing on cancer, AIDS and emerging infectious diseases.
The Bioinformatics and Computational Science (BACS) Directorate works collaboratively and helps to fulfill the mission of Frederick National Laboratory in the areas of bioinformatics and computational science by developing and applying world-leading computing technologies to basic and applied biomedical research challenges, data science, supporting critical operations, developing and delivering national data resources, and utilizing leading-edge software.
The Center for Technical Operations Support (CTOS) group implements and manages software projects primarily sponsored by the National Cancer Institute's (NCI) Center for Biomedical Informatics and Information Technology (CBIIT). The work is primarily focused on successfully delivering software projects with development on local servers or the cloud. The projects are very diverse, typically merging science and IT, involve multiple stakeholders, and engineering can involve subcontractors. CTOS works collaboratively with the NCI to define the requirements and deliver a successful project.

KEY ROLES/RESPONSIBILITIES:
- Document and understand the technological architecture of the Cancer Research Data Commons (CRDC) and all it's components and connected systems
- Stay current with all relevant technologies and systems relevant to the CRDC
- Advise on any architectural or other technical improvements for the CRDC
- Will be a co-leader in a cross functional team
- Will create and maintain strong, healthy business relationship with clients, vendors and FNL colleagues
- Will facilitate communication through all levels of staff by functioning as a liaison between internal departments, senior management, and the government
- Be able to work independently
- Foster and nurture collaborative work environment
- Leverage technical expertise to benefit the project and client interactions
- Follow established procedures and suggest updates to enhance efficiency and effectiveness of procedures
- Proactively communicate to Project Management Office (PMO) and CTOS Director any major concerns/risks that are on the horizon before they are realized
- Other duties as required
BASIS QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Possession of a bachelor's degree from an accredited college or university according to the Council for Higher Education Accreditation (CHEA) or four years of relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
- In addition to the education requirement, a minimum of eight (8) to ten (10) years of progressively responsible experience plus six (6) to eight (8) years in a management role
- Ability to obtain and maintain a security clearance
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration:
- Bachelor of Science in Computer or Information Systems
- Working with stakeholders both technical and non-technical
- Influencing decisions with other teams
- Worked in environments with multiple systems owned by different groups
- Experience in handling data with PHI and PII considerations

- Extensive hands-on experience in architecting omics data managing systems
- Extensive hands-on experience in maintaining omics data managing systems
- Ability to work with ease in a fast paced, agile environment.
- Self-motivated and result-oriented, able to handle multiple projects efficiently
- Excellent communication and interpersonal skills
- Must be a team player. Must be detail-oriented and possess strong organizational and analytical skills with the ability to prioritize multiple tasks/projects
- Exceptional written and oral communication skills in order to work closely with numerous stakeholders from diverse organizations
