Ausley Associates is pleased to recruit for the newest member of our premier team; Acquisition Specialist. This position is located in the Naval Air Systems Command (NAVAIR) to support the Strike Planning and Execution Systems Program Office (PMA-281). PMA-281 is under the control of the Program Executive Office for Unmanned Aviation and Strike Weapons (PEO(U&W)) and is responsible for the life cycle management of all Navy Mission Planning systems and sub-systems. PMA-281 is organized under the following product areas: The Theater Mission Planning Center (TMPC) supporting the Tomahawk Weapon System, Naval Mission Planning Systems, and the unmanned aviation Command and Control Systems (CCS). PMA-281 is responsible for the acquisition, engineering, testing, integration, information technology insertion, open systems development, and life-cycle support of all Navy air combat electronics equipment.

Essential Job Functions of this Position:

This position will serve as the TMPC Acquisition Specialist to prepare, coordinate, and provide expertise in the development of TMPC acquisition documentation in accordance with DoD and SECNAV 5000 series directives. This position will report directly to the TMPC Deputy Program Manager and will require daily interaction and coordination with the TMPC Integrated Product Team Leads (IPTLs). This position is located at the PMA-281 in Patuxent River, MD.

Description of the Position Responsibilities:
  • Responsibilities, products, and tasks of this position will include:
  • Supporting all actions in the development of TMPC acquisition documentation required to procure TMPC products and product support services. This includes events leading to critical milestone decisions, procurement planning, and informational data calls across TMPC program efforts.
  • Reviewing and assessing program processes and documentation for compliance with policies and contracts.
  • Providing recommendations on acquisition strategies, source selection approaches, and expertise on contracts management principles and tools.
  • Planning, development support, coordination, staffing, and tracking of TMPC acquisition documentation to support acquisition policies, processes, and decisions. Documentation may include, but not limited to, Acquisition Strategies (AS), Acquisition Program Baselines (APB), Acquisition Plans (AP), Acquisition Strategy Reports (ASR), Procurement Planning Agreements (PPA), Procurement Initiation Documents (PID), Requests for Proposal (RFP), Statements of Work (SOW), Source Selection Plans (SSP), contract modifications, inputs for Contractor Performance Assessment Reporting System (CPARS), and Memorandums of Agreement/Understanding (MOA/MOU). Additional documentation that may require coordination and staffing include budgeting and execution, environmental documentation, product support/sustainment plans, training plans, requirements documents, recurring reports, analysis of alternatives, and test and evaluation master plans.
  • Developing, maintaining, and monitoring execution of the TMPC Contracts Management Plan.
  • Organizing and coordinating Procurement Planning Conferences (PPCs), Data Requirements Review Boards (DRRB), Program Management Reviews (PMR), and other related acquisition events as required.
  • Utilizing NAVAIR Acquisition Management System (AMS) digital acquisition tools to include Common Spend Plan Tool (CSPT), Acquisition Plan Tool (AP), Procurement Management Tool (PMT), and Contract Data Requirements List Tool (CDRL)
  • Attending, participating, and supporting meetings, conferences, and review boards related to this position.
  • Developing briefs, point papers, and other correspondence related to this position.

Qualifications - Education and Relevant Years of Experience
  • High school diploma/GED and a minimum of six (6) years of experience related to DoD systems acquisition.
  • Experience with the DoD and SECNAV 5000 acquisition series, Federal and DoD acquisition regulations and Planning, Programming, and Budgeting Execution (PPBE) process.
  • Experience with contract planning and management.
  • Knowledge and/or familiarity program management, systems engineering, system acquisition, financial management, test and evaluation, or integrated logistics support.
  • Skills to develop, plan, analyze, and execute projects across the full system life cycle; satisfy customer requirements; plan and manage cost, schedule, performance requirements for acquisition of end-items; and manage development of new or improved system capability.
